 I about the question is fairly straightforward. Does the force of atomic reactions to binding and unbinding have the the right stuff to be harnessed to create push capable of propelling a craft in berth and/or in the air?

 Its plausible, I don't see why not. Sorry that I can't back this up with any scientific facts though.
